These are minimum legal requirements — the actual safety threshold is widely acknowledged to be at least 3mm, where braking performance begins to degrade significantly.
The penalties for non-compliance are substantial. Each illegal tyre can result in a £2,500 fine and 3 penalty points. For a vehicle with four illegal tyres, this means potential fines of £10,000 and 12 penalty points — the latter being sufficient to result in a driving ban for most licence holders. Additionally, your vehicle insurance is likely to be invalidated if you are involved in an accident and your tyres are found to be below the legal minimum.
